Prepare all your ingredients for the recipe. Slice the bell peppers lengthwise into strips that will fit nicely within the pickled radish sheets. Trim the ends of the chives. Briefly blanch the chives in boiling water with a pinch of salt for about 10-20 seconds – be careful not to overcook them, as they should remain crisp. Immediately rinse the blanched chives in cold water and gently squeeze out excess moisture. This step helps the chives maintain their vibrant green color and crisp texture, making them easier to tie and preventing them from unraveling.
