First, let’s prepare the vegetables. Finely julienne the onion, carrot, red bell pepper, and green bell pepper. Heat a generous amount of oil in a pan and stir-fry all the prepared vegetables and beef until the beef is fully cooked. Add a pinch of black pepper at this stage to help eliminate any gamey smell. Transfer the cooked vegetables and beef to a separate plate and let them cool slightly. While you’re preparing the vegetables, soak the glass noodles; either boil them in water for 20-30 minutes or soak them in cold water for at least 1 hour until pliable.
